Prime Minister Hamza unveils performance-based pay reform for Somalia’s civil servants

Mogadishu (HOL) — Somali Prime Minister Hamza Abdi Barre officially launched the implementation of the National Civil Service Pay and Grading Policy on Monday, a major public sector reform to improve governance, fairness, and accountability across government institutions.

Speaking at the launch ceremony in Mogadishu, Prime Minister Barre said the new policy replaces Somalia’s outdated salary structure with a transparent, performance-based system intended to strengthen the integrity and efficiency of the country’s civil service.

“Today marks a historic milestone for Somalia and its public servants,” the Prime Minister said. “This policy is one of the most transformative reforms adopted by our government. It is a victory for good governance and a call for all civil servants to serve with integrity and accountability.”

The Pay and Grading Policy is part of Somalia’s National Reform Agenda, which prioritizes modernizing public institutions, fostering transparency, and strengthening service delivery.

The system introduces a 1,000-point grading framework that evaluates civil servants based on four key pillars: education and experience, level of responsibility, effort (Mental and Physical), as well as working conditions.

Under the policy, public sector jobs are categorized across eight grades (A–G), each with standardized criteria to ensure merit-based progression and eliminate favoritism or political bias. Salaries and promotions will be directly tied to performance and measurable output.

The Prime Minister also underscored that safeguarding the rights of public servants is a top government priority, describing the policy as foundational to building a competent and modern public administration.
